Dear applicants,

We regret to inform you that TLScontact will no longer be accepting visa applications on behalf of the Hungarian missions in China.

  • Visa Application Centres in Changsha, Guangzhou, Fuzhou, Jinan, Hangzhou, Kunming, Nanjing, Shenzhen, Shenyang, Wuhan and Xi’an will be closing on the 10th of August.
  • Visa Application Centres in Beijing and Shanghai will be closing on the 15th of August.

Receipt of the postal applications has been discontinued. If you have already registered online to apply by post and have paid your fees, please send your application to TLScontact Visa Application Centre as soon as possible.

We advise you to contact the Embassy or Consulates of Hungary in Shanghai and Chongqing in order to receive guidance on where you can lodge your visa application after the closing dates.

All applicants who are currently expecting their passport to be returned from the diplomatic missions will have a possibility to pick up the passport at the TLScontact Visa Application Centres until the 15th of September. If you have purchased courier return service, your passport will be shipped to you.

 

2.10. What do I do in case of visa refusal?

In case of refusal, you will receive 2 copies of the refusal letter together with your envelope. Please make sure to sign one of the refusal letters and return one copy back to the Hungarian Visa Application Centre.

A new visa application may be submitted any time but the visa fee has to be paid again.

Applicants have the right to appeal against a decision resulting in a refused visa application (or annulment or revocation of a visa). Appeals have to be submitted, within 8 days from the date when the refusal decision was received (3 days from the date when the annulment or revocation was received), personally at the Consulate by the applicant or by a person who has a power of attorney from the applicant.

The appeal should be submitted in writing, in Hungarian or in any official language of the European Union (e.g. English). If the applicant submits an appeal in another language (e.g. in Chinese), an official translation also has to be submitted with it.

With the appeal, further supporting documents may be submitted and the applicant may be called in for a personal interview.

The fee for the appeal procedure is 220 CNY which should be paid at the time of submitting the appeal. This fee will cannot be reduced or reimbursed, not even for applicants who are otherwise waived from paying the visa application fee.

The Consular Department of the Ministry of Foreign Affairs and Trade decides on the appeal within 15 days (in 5 days on appeals against a refusal of the annulment or revocation of a visa). If the refusal is upheld in its decision, it may be subject to a judicial review initiated by the applicant.

The visa application will be refused

a) if the applicant

  • presents false, counterfeit or forged travel document;
  • does not prove the purpose and conditions of the intended stay;
  • does not certify that he/she has sufficient means of subsistence both for the duration of the stay and for the return to his country of origin or residence;
  • has reached or exceeded the maximum duration of authorized stay on the Schengen territory: 90 days in any 180-day period;
  • is a person for whom an alert has been issued in the Schengen Information System (SIS) and his/her entry has to be refused;
  • is not in possession of adequate and valid travel medical insurance, when applicable;

b) when doubt arises concerning the validity and the content of the supporting documents, the reliability of the statements made by the applicant.

The reason for refusal is notified to the applicant on the established refusal form. Information on the specific reason(s) of the refusal can be requested by the applicant directly from the Consulate. In case of refusal, the visa fee will not be reimbursed.
